13. Transport policy

Transport is seen as one of the most regulated sectors in any economy. There are many reasons why governments intervene in the transport with so many policies. This chapter especially discusses two main reasons for policy intervention: market failure (related to all kinds of negative transport externalities) and equity issues related to transport. The notion of healthy transport policy is discussed and a brief overview is given of much-used transport policy instruments.
